Scam robocalls are “a scourge visited upon millions of Americans every day,” and are “real threats to American consumers. These calls, which often purport to be from someone “calling from Medicare or Final Expense,” or from "Elsa" 'Alex" & "Amber" violate the Telephone Consumer Protection Act because they are placed to recipients’ cell phones via an autodialer or prerecorded message without written consent. Then there are "spoofed calls" that your friendly VoIP providers like Onvoy, Peerless Network, Bandwidth and other service provider that faciliate and have supporting roles in these illegal robo calls made to your home or business. While these calls menace consumers, they benefit two sets of players: the scammers who originate them but conceal their identities and the downstream companies who get paid every time they play their essential role in making the calls to recipients like the present litigant in this case, Tim Aguilar and normal people that are going about their lives but for these scammers, they inject disarray into our privacy and seclusion.
Spoofed Calls
Spoofing is when a caller deliberately falsifies the information transmitted to your caller ID display to disguise their identity. Scammers often use neighbor spoofing so it appears that an incoming call is coming from a local number, or spoof a number from a company or a government agency that you may already know and trust. If you answer, they use scam scripts to try to steal your money or valuable personal information, which can be used in fraudulent activity. Thanks to the calling platforms of the likes of VoIP service providers, i.e. Onvoy, Peerless & Bandwidth allow this type of unlawful activity.

You can register your home or mobile phone for free.
After you register, other types of organizations may still call you, such as charities, political groups, debt collectors and surveys
If you received an unwanted call after your number was on the National Registry for 31 days, your choice to either report to the FCC or file a federal action in court or consult with an attorney of your choice. Tape/Digital Record if you can these scam calls - take a screen shot of the incoming robo call; Keep a log of these calls, they will add up.

An automated call, or "robocall," is a call dialed by a computer. On the other hand, a prerecorded voice message is a recorded human-voice message that the caller uses when contacting the consumer. Calls made by artificial intelligence (AI) fall under the category of prerecorded voice messages under the TCPA. VoIP providers have the ability to create AI bot voices.
